Dear Property Owners and Neighbors,

Palos Verdes Estates, Miraleste, RPV are more than just a collection of streets and houses; together they are an architectural vision from earlier pioneers who wanted a special community for generations. To ensure this excellence remains, each building aesthetic in Palos Verdes Estates and Miraleste, RPV is upheld to the highest standard while respecting current trends, materials, and state mandates.

As members of The Palos Verdes Homes Association, we are reaching out to you with a shared passion for our community and an ask for your support in this upcoming election. 

We are the current members of the PVHA Board of Directors and running as a team to continue our successful track record.

Despite the Association’s unpredictable revenue model (which is based solely on fee for service) and continuing inflationary pressures, the Association’s financial results are very positive for fiscal 2024 although activity and performance vary monthly. Thankfully, single family new build and renovation activity in Palos Verdes Estates and the Miraleste section of RPV remain strong. Our staff serve 2500+ visitors over-the-counter annually and respond to a similar number of both emails and phone enquiries.

In the last four years Christine, Mahmoud, Keith and Phil have achieved remarkable milestones demonstrating our commitment to responsible governance and prudent financial prudence. We are thrilled to announce that total capital has increased from $260,000 in mid 2020 to an impressive $1,074,000 YTD October (unaudited). Equally noteworthy is the increase in our cash/cash equivalent position from $949,000 to $1,061,000 YTD October (unaudited)

Attended by interested committee members – Improved and clarified election process with the adoption of Resolution #195.

Successfully thwarted dense high-rise

Defended 6320 Via Colinita (Miraleste) RPV against a high density high-rise. Our direct involvement with the  escrow process lead the buyer to cancel!

Don’t be fooled by a

Small, but Vocal and Litigious

group, intent on radical change!

There is a small but vocal group who seek to change the Association’s long-standing quorum requirement, claiming that this change is not a “radical change” from the historically required vote of 50%+1 or 2,711 property owners.

Changing the quorum – potentially to a very small number of votes – undermines the stability of the entire organization and could eliminate the protection of the CC&Rs in the event of threatened density issues.

The founders established this requirement to encourage member engagement, so that change – potentially damaging change – would be difficult. The board believes maintaining the quorum
requirements as stated in the CC&Rs is preserving the stability of the organization.

The founders envisioned that at times the Members would not achieve a quorum; they therefore established an appointment process outlined in By-Laws Article IV, section 2.

Allowing candidates with the most votes to be seated as Board members, regardless of how few votes such a candidate receives, could allow individuals with very little support to change our current bucolic atmosphere.

The By-Laws Article IV, section 3 (b) provides that the Board will select the President and Vice President this is consistent with the way most organizations select
officers.

Priorities for FY 2025

Improve Finances

Continuing to Build the Association’s Fund Balance – a top priority and critical to defending the CC&Rs against damaging state housing mandates. 

Previous maximum fund balances were $1,079,428 in August 2007 and $1,076,481 in July 2015 (before the Parkland and ROBE lawsuits).

Automate Processes — Dynamics

The Association is drowning in inefficient paper. We are prioritizing automating operations to achieve operational efficiencies and digitizing certain key historical documents. This is a big but necessary multi-phase project. We are doing so mindful of our budget.


Rebuild Membership Files

As part of the Dynamics implementation we will rebuild the core infrastructure around obtaining and maintaining the Member files from Los Angeles County property records to ensure the utmost accuracy and completeness.


Our Team

Meet the incredible volunteers who work tirelessly to make our neighborhood a better place. Their dedication and hard work bring ideas to life, improve our processes, the PVHA and our community.

Christine McNamara

Fortunate to have lived in PVE for 36 years and raise two sons here, Christine answered the call to serve the community and friends that she and her family are grateful to call home. With her executive background in finance, consulting, and operations, Christine brings a dedicated sense of purpose and urgency to her work on behalf of all Homes Association members. Open to all challenges, her immediate focus includes protecting our enviable, bucolic single-family residential neighborhoods, fiscal management, and enhanced communications.

Mahmoud Farzaneh

Mahmoud Farzaneh has been a resident of PVE since 2021. He is a father of two young children and raising them in a great neighborhood was part of the reason he and his wife moved to PVE. He is a structural engineer and has practiced engineering in Southern California for about two decades. His focus has been on large commercial and residential projects as well as renovation of historic buildings. He has worked with many renowned architects throughout the region and he manages a group of 20 engineers and drafters. He is delighted to be part of the board of directors of Palos Verdes Homes Association and be working with the board members.

Keith Geiger

Keith, a South Bay resident for 18 years, fulfilled his dream of moving to Palos Verdes Estates with his family in 2021. A UCSB graduate with a double major in finance and communications, he also holds an MBA from CSUN. Keith has a strong background in asset and property management, volunteering, and community leadership, having served on boards for chambers of commerce in Simi Valley, Calabasas, and Redondo Beach. His accomplishments include earning Eagle Scout rank, a Series 7 designation, and a black belt in jiu-jitsu, where he teaches self-defense to children. Keith is committed to preserving Palos Verdes’ unique character, upholding its high standards, and improving office systems for streamlined operations and project efficiency.




Philippe Kassouf

Philippe and his wife, Julie, moved to Palos Verdes Estates in 2021 to start their family, drawn by PVE’s strong sense of community. An accomplished aerospace engineer, Philippe earned his bachelor’s and master’s degrees in Aerospace and Electrical Engineering, respectively, from USC. He played a key role in developing avionics for SpaceX during its early days and has since led several aerospace companies, serving on advisory boards for space startups. As a PVHA director, Philippe seeks to enhance process efficiencies, automation, and online services to better support the community.
